1.) Free agency works in an eBay style system. Each FA will be assigned a starting "bid", or point total, which counts towards the Cap Space of whatever team signs them. Higher profile FAs will start at a higher price, and vice versa.
Winning bid is decided after a player goes untouched for 12 hours.
2.) At the end of every season, you must abide by this list for your mandatory cuts:
Super Bowl Winner-
Must cut 2 85+, and 1 75+
any others they wish.
Super Bowl Runner Up
Must cut 1 85+ and 1 75+
and any others you wish.
Playoff teams
2 75+
and any others you wish.
Non-playoff team with record of .500 or above
2 73+
and any others you wish.
Non-playoff team with sub-.500 record
1 73+
and any others you wish
Worst record in league:
No mandatory cuts.
*You cannot cut the kicker or punter to meet the mandatory cuts
**36 is the oldest eligible age for mandatory cuts
Now, since parity is part of the NFL, certain team-specific cuts may be issued by either the Commissioner or Co-Commissioner if a team with low overalls wins the Super Bowl, or vice versa (If the Patriots go 2-14, they will still need to make more cuts than the Lions if they go 14-2 and win the SB). This is done to re-generate the teams every year to an extent so no matter what, no team is incapable of having a championship chance.
Commish Rule- I will NOT allow "loading" of teams. If I see this, I will cut the players I feel are too good for backup positions in a fair manner. I will never cripple a team, but if you have starting caliber back-ups, I may visit your roster for a tune up.
If you have all young 90+ elite players, and aging veterans, you can cut two 80-89 and no 90+. If you have aging stars, and solid replacements, you can cut one 90+ and one 80-89, or two 90+. This is done to re-generate the teams every year to an extent so no matter what, no team is incapable of winning games.
Players DO retire, and they also regress in OVR. So If you have Brian Dawkins, a 35 year old FS, you could possibly cut him because you know he'll only be around one to two seasons tops, and definitely not the same player he was before. Or a Jeff Garcia, or a Torry Holt, or Issac Bruce, etc.
EX. If you sign a guy who is a OVR 85 for 15 pts, once he is cut from your team, you CUT the 15 points against your cap.
3. The CAP you spend on a FA stays with that player until he is released. This includes trading that player. The cap only goes away upon release. Current players on your roster (not FA's) will adjust at years end.
Ex: A player goes to 60 from 80 at years end. His cap hit will fall for the upcoming season.
